Experts expect 2009 gift card purchases will rebound from last holiday season, when gift card spending fell to $24.9 billion from $26.3 billion in 2007, according to the National Retail Federation. Deloitte's 24th Annual Holiday Survey predicts that gift cards will be the top present for the sixth year in a row, and average spending will increase from $28 to $35, year-over-year.
